High Stakes, Rising Waters: Transforming Pakistan’s Water Management for Climate Resilience

This policy report, released by the Andalus Committee's London Office, examines the United Kingdom's opportunities to support Pakistan's rapidly deteriorating water security through targeted development cooperation. It analyzes the structural, climatic, and governance challenges undermining Pakistan's water management systems, with a particular focus on decaying irrigation infrastructure, fragmented administrative capacities, and the country's intensifying vulnerability to monsoon flooding since 2022. The report explores key drivers of bilateral potential, including the UK's extensive history of water partnerships, its International Climate Finance commitments, and the significant economic returns that investment in water resilience can deliver. It concludes with four interlinked policy recommendations to integrate nature-based solutions into development projects, enhance governance and institutional capacity, establish a UK-Pakistan Water Innovation Network, and embed transparency mechanisms into project financing to promote accountability and phase out bureaucratic corruption.
