Small State, Big Diplomacy: Qatar's Cultural and Economic Relations with Pakistan

This policy report, released by the Andalus MENA Center, examines Qatar's use of cultural diplomacy as a strategic foreign policy tool and how its bilateral relationship with Pakistan serves as a model for innovative South-South cooperation. It analyzes how Qatar has evolved from an energy exporter into a culturally engaged global hub, with a particular focus on landmark initiatives including the Manzar art exhibition, the Year of Culture program, and Expo 2023 Doha as instruments for projecting soft power and fostering long-term partnerships. The report explores key drivers of this relationship, including Qatar's integration of Pakistan's large diaspora community into its cultural and economic ecosystem, the mutual reinforcement of cultural diplomacy and economic interdependence, and the demonstration of how small states can exercise outsized influence through strategic cultural engagement. It concludes by proposing a framework for deepening and sustaining bilateral cultural cooperation that links heritage collaboration, knowledge exchange, and diaspora engagement to reinforce Qatar's role as a cultural bridge in the MENASA region while unlocking new opportunities for strategic collaboration between both nations.
