"Mediating the Mekong: Water Distribution Recommendations for ASEAN"

Rapid hydroelectric development along the Mekong River has created disastrous downstream ecological effects, reducing agricultural and fishery productivity and threatening the livelihoods of local peoples. This issue stems from national incentives to increase upstream hydroelectric construction to fuel national development. The Mekong River is a shared resource which must be more equitably distributed. The Association of Southeast Asian Nations (ASEAN) can provide key institutional infrastructure to strengthen distribution and mediation regional regimes. Specifically, this report suggests ASEAN negotiate an Indochina power sharing agreement, establish a blockchain mediated water distribution system, and subsume the Mekong River Commission.
