The report highlights key challenges, including supply concentration, political instability, and limited local value-addition, while reviewing past partnership models and their development outcomes. It concludes with policy recommendations to diversify supply, expand local investment and processing, and promote more transparent and equitable cooperation, strengthening both France’s energy security and sustainable development in partner countries.
