This report critically examines the European Union’s Indo-Pacific strategy in the context of escalating U.S.-China rivalry. It analyzes the EU’s attempt to position itself as a credible, rule-based alternative in a region of growing geopolitical significance, responsible for 60% of global GDP and vital maritime trade routes. The report outlines the EU’s strategic priorities—sustainability, digital governance, connectivity, and regional security—under the Global Gateway framework, while highlighting its engagements with key partners such as ASEAN, India, and Japan. Despite these ambitions, the EU’s internal divisions and limited hard power capabilities undermine its ability to act as a unified strategic actor. The report identifies these constraints and proposes pragmatic recommendations, including the creation of rotating leadership structures, deeper engagement with Pacific Island states, and enhanced cooperation in cybersecurity, education, and disaster resilience. While the EU cannot rival the military weight of the U.S. or China, it can offer Indo-Pacific nations a balanced, cooperative, and future-oriented partnership—provided it strengthens internal cohesion and delivers on its strategic commitments.
