Using the case studies of World Health Organisation (WHO) member states Brazil, Indonesia, and Ethiopia, this paper outlines critical strengths and challenges of each country’s current patient protection and ethical considerations of medical data storage. The report provides  insights into potential universal issues and limitations facing many developing countries as they upscale health networks to increase coverage and patient data privacy. The WHO’s recommendations, while reinforcing the importance of robust cybersecurity, domestic legislative resources, and equality of access to digital health system, have been focused thus far specifically on its European member states. Utilizing the three case countries and comparing key issues and opportunities with those identified in recent WHO reporting, this paper advocates for more inclusive approaches and the development of an extended and universalised approach that can more effectively support developing countries in safeguarding health data.
